Sydney Harbour Foreshore Authority, a State Government agency, manages some of the New South Wales’ most significant assets including Sydney’s heritage and cultural precincts at The Rocks and Darling Harbour.

The organisation has recently been charged with the delivery of master plans to consider the potential expansion of the city’s convention and exhibition facilities and greater integration of Darling Harbour with Chinatown and Pyrmont; and the streamlining of government services along the harbour foreshore from Sydney Opera House to Walsh Bay.

Barangaroo will reaffirm Sydney's standing as Australia's global city, attract new investment and is supported by government, the private sector and the community.

This presentation will focus on the significance of this project for Sydney and the opportunities surrounding it, particularly in the area of sustainability.

Hunter Expressway Project

In May 2009 funding was announced for the new $1.7 billion Hunter Expressway between the F3 Freeway near Seahampton and the New England Highway west of Branxton. The key features of the project include 40 kilometres of dual carriageway freeway, 53 bridges at 21 sites, including 840 metres of high bridges through the Sugarloaf range, six grade separated interchanges, and one kilometre of railway reconstruction, including a new railway bridge.

The project is one of great complexity and the presentation addresses:

Hansen Yuncken will take on the role of D&C contractor of the Orange-Bloomfield Hospital Redevelopment. The project is on the existing Bloomfield Mental Hospital site in Orange, and the project scope consists of:

  • A 60 bed acute mental health unit
  • A 40 bed secure mental health unit
  • Heritage refurbishment to other existing mental health and administration buildings

Mardi-Mangrove Link Project

Mardi Mangrove Link Project is part of the long-term water supply strategy for the NSW Central Coast. The project is an initiative of Gosford City and Wyong Shire Councils with Australian Government funding of $80.3 million through the Water Smart Australia Program.

It is the largest water infrastructure project undertaken on the Central Coast since the mid-1980s when Mangrove Creek Dam was built, and it will help to secure the region’s water supply system over the next four decades.

The project involves building two new pump stations, two new pipelines (covering approximately 21km through public and private land) and associated works. It will connect Wyong River with the region’s main storage dam and the Councils have engaged John Holland Pty Ltd as the construction contractor for the project.

'CityGrid Project' - Sydney's $1 billion CBD electricity upgrade

EnergyAustralia’s major strategic development decisions for the Sydney CBD area arise from the need to replace infrastructure that is due for retirement and to meet enhanced network security requirements under its distribution license conditions, which came into effect on 1 December 2007.

Peak electricity demand in the Sydney CBD is growing at an average of 2.4% per annum driven primarily by new residential, hotel and office developments.

EnergyAustralia, needs to construct new, and upgrade and refurbish existing, zone substations and replace high voltage cables supplying the substations.  To achieve this more than $1 billion has been identified for the CBD upgrade over the next ten years.

Joint Presentation: Sydney Opera House Upgrade - The Vehicle Access & Pedestrian Safety Project (VAPS)

VAPS is an important milestone in Sydney Opera House’s history. The $152.1m project, funded by the NSW Government, will significantly improve tourist and visitor safety by providing underground vehicle access for deliveries to the site, removing vehicles from pedestrian areas on the Forecourt and Broadwalks.

The project will take approximately 3 years to complete. Excavation is scheduled to commence in early 2011 subject to planning approvals and the project is targeted for completion in mid 2013. Sydney Opera House will remain fully operational throughout the project.

This presentation will provide an insight into the project, focusing on why the project is required; timelines; procurement and tendering.

Planing and Delivery of Capital Works in the Department of Justice and Attorney General

The Department of Justice and Attorney General (Attorney Generals Division) uses the NSW Government's Total Asset Management (TAM) framework to assist in the planning of its' forward capital works program for courthouse projects. This process forms part of the high level business planning for the department and is integral to the delivery of justice services in NSW. The program balances various competing interests including asset and facility priorities, service delivery requirements and support for broader government initiatives.

The Department has been successful in securing both a long term funding stream for capital works called the Court Upgrade Program which is $270M over 10 years and the approval of a number of additional major works including the refurbishment of Queens Square (valued at over $150M) and a new court facility in Newcastle (valued at over $94M). The Department makes extensive use of external resources to deliver the program of work, relying on a small team of in house staff to oversee the program

The Director Asset Management will discuss the planning process, provide an outline of the programs in place, talk about future projects and discuss the delivery of the capital program. The discussion will focus on courthouse related projects, noting that the delivery of capital works for Corrective Services has not yet been integrated into this planning and delivery framework.

Case Study: Refurbishment of Queens Square Law Courts Building

The Law Courts building opened in 1977 and has operated for the past 30 years or so without a Life Cycle program or any substantial upgrading. In 2004 the Commonwealth and NSW Governments allocated capital funding to allow for:

  • Improvement of base building infrastructure to contemporary standards.
  • Removal of residual asbestos on structural steel beams.
  • Upgrading of fire and life safety features, to comply with current BCA standards.
  • Modification to energy and water reticulation, to improve the building’s environmental footprint.
  • Refurbishment and replacement of fixtures, fittings and finishes due to past wear and tear.

The presentation will be a joint presentation between the Project Managers, Crown Projects and the Constructors, The Reed Group which will discuss the refurbishment of the Queens Square Law Courts building including:

  • Challenges and Successes

Case Study: Civic Place Redevelopment

Joint presentation between the public & private sectors

Civic Place redevelopment will see the conversion of 3 hectare inner city block of Council-owned and private properties into a stylish $1.4 billion gateway for the City.

Ultimately Civic Place will deliver a City Centre which is a more attractive, dynamic and creative place in which to live and work. At its heart will be a unified new library, heritage centre and exhibition space, providing a friendly, interactive gateway to the other Council services located adjacent to the new Parramatta Transport Interchange.

This project will be delivered as PPP with project partner Grocon which ensures that private sector development skills are brought to the project reducing risk for the ratepayers of Parramatta.
